No. This is my passion project. I really like Guild Wars: Factions, and when I try out new stuff, it's my favorite subject. I've worked for ArenaNet as a freelancer here and there but I neither express their opinions or speak on their behalf. This is my own personal project. The devs @ ArenaNet are bunch of cool beans and give me cool stuff to give away to players every once in a while. Don't confuse this with them endorsing or making whatever you saw remotely representable as something offical.
